He also focused on mortgage broker regulation and budget matters while working in state government. He was born in Rochester, New York and is a longtime resident of South Carolina. After spending most of his childhood in Champaign, Illinois, he graduated from Spring Valley High School in Columbia, South Carolina. He was a finance major at the University of South Carolina and earned a juris doctorate from its School of Law.
